MCP resources and capabilities

Static resources, cache metadata, and startup gates.

The stdio server implements MCP 2026-07-28. Static resources expose the canonical output schema, error reference, and embedded Pangram skill. Resource and tool inventories return ttlMs: 0 and cacheScope: private. The server has no prompts, subscriptions, HTTP transport, or experimental Tasks extension.
